I don't know if this quest is bugged or working fine, but I'd like some clarification.
After killing the first target, no matter if no other NPCs were present, all the guards (and some non-guards, like Nixon or the oddsmaker in the Arena) turn hostile. Now, if the killing is done in front of a guard, fine, but if it's done secretively, why does this happen? Is it supposed to work like this? I can think of at least another quest where you kill an innocent in front of a bunch of fleeties and nothing happens.
Once the guards are hostile, the options are: 1) locking yourself in a building, or 2) going out, being killed and going to jail for a while. Either way, I hardly see a point in doing the quest. I think it's interesting RP wise, but it's pretty much unplayable and likely to leave you with less experience than you had before starting it. I don't know of many people who do this quest regularly, and while the RP behind it may be one of the reasons, I think its mechanics it is another.
So, is it bugged? Is it correct? Could it be made less tedious?

Apparently, relogging seems to fix the hostile guards issue, at least after a while. The entry journal of a similar quest in Two Bridges says that the guards will be hostile for about two minutes, so maybe it's just a matter of relogging after that time.
PS: I'll ask another thing here since I'm not sure if it's a bug:
In the quest "Sabotage!" (I think that's the title) in Two Bridges, you're asked to poison the well. You are supposed to be sneaky, but if you just use invisibility you'll fail the mission. Is this correct (i.e. is non-magical stealth supposed to be the only way)?

Will have to look at this... usually the target is accompanied by at least two witnesses; if a witness escapes, they'll report you. Could be something has changed over the years to make it not work as expected.
To your second question, yes. The Sabotage quest utilizes a a stealth check trigger and that is functioning as designed. It's a challenge for thieves/assassins. If could invis, it'd just be a fedex as opposed to a skills challenge.
