I personally tend to respond to all in-game things in an IC fashion, first asking myself "What would by guy do?". If it's blatantly ooc and there's just no IC way to respond to something, I either ignore it or (this hasn't happened here in Dasaria yet) find a DM to consult on the matter.
But that's just me. I like to keep in-game as in-game as possible, and if that means my level 6 fighter routinely gets screwed out of crap he probably doesn't -really- need anyway...eh, life goes on. Ain't like wolves, boars and even the rare bear won't be back eventually.
PvP Question
I always try to keep things as simple as possible. Makes life easier. I look at it this way:
What would my character do?
I have one character that would gut someone for taking what my character fought so hard to get.
I have another character who cares very little for possessions, so he'd shrug and move on.
I have yet another who would try to diplomatically retrieve what was taken (i.e. use Hold Person if they ran off).
Each of my characters are acting as THEY would. In each instance I am not breaking server rules.
If, in the case of the 1st example, I followed the person around, killing him/her constantly, THAT would be breaking server rules.
KISS

If you build it, they will come.
