Yeah hostile does not mean I will attack you but if I suspect or hear someone accuse you of picking pockets I will put you on hostile since it is the only small protection there is against all the griefing pick pockets by increasing the DC. If there were another setting halfway between hostile and friendly to indicate that I am watching them like a hawk but not actually hostile I would use that instead.

Actually I think Cear is pretty big all told. It's not Dasar but it's probably the second largest of the old Dasarian cities. Not New York but mabe a Boston or Orlando. I don't know how well you could hide though. Most PCs are probably the equivilent of celebraties(heros after all), in terms of rumors and gossip. So it's probably harder to hide than it would be for a simple commoner.

But anyway, thats neither here nor there :) Maybe Jeh could correct any mistakes I made. But the point is I think Cear is actually a pretty decent size.
