What kind of game setting would need to be changed if, when walking, the entire screen seems to jerk?
(The only bad part about reinstalling from scratch on a new computer is not knowing where your settings should go . . . sigh)

Yeah, that did help, thanks
Restarted, updated my graphics driver, restarted again, turned off render far shadows and that seemed to do it.

So, I have been told that windows keeps a counter going from the time that you start your computer and if has been going for a while and the number gets too large, NWN2 has a problem with it. Simply restarting my computer after a few days clears this up for me. If what I just said makes no sense I am simply repeating something I kind of remember reading one time. (probably drunk)

I also found I had graphical jerkiness when I didn't use the
NWN2 Client Extender. Using that cleared up all the graphical jerkiness I've had for the most part, though you generally need to keep the Client Extender's minimap closed for optimum performance.

I'm still trying to figure out windows 8.1... it's like I get half the performance on six times the hardware.

NWN2 needs to be run in Administrator mode sometimes. And again, the Client extender really helps for the player client. I can't say anything about the DM client.

I recently installed NWN1 again (on W7) and to get it to work I had to put my system into the properties -> compatibility tab of the ~.exe file. After that, I had to run it as admin. Not sure if W8 works like it, but perhaps this info is relevant? Idk.
