Scarab of Protection +3 Actually +2

When I put on a scarab of protection +3, my saves go up by only 2 instead of 3

Are you wearing any other items which increase your saving throws? An item which gives a +1 would not stack with the Scarab, and cause the appearance of only raising your saves by +2.

Ah, that might be it. I was wearing a luckstone when I changed to the scarab. I think the luckstone has saves + 1, so the net save increase would have been 2

A Luckstone is +1 all saves and skills, so you're probably correct.
