Dungeon not respawning

hi after last couple of resets i notices that the mind flyers dungeon is not respawning correctly if for example it has already taken by someone and you let some time passes (like a couple of hours) when you enter you find all the doors that have been bashed still bashed and not all monsters present ( like just a couple of them ) and most important of all the one with the key for the last room missing untill a reset occurs ... is that intended ?
