I've noticed one of my Barbarian characters (with Barbarian Fast Movement feat, which is a 10% bonus to movement) has no speed boost when riding a horse. He "rides" at top speed of his own, dismounted running speed--there's no difference whatsoever. This is persistent over MOUNT & DISMOUNT. He is also not ENCUMBERED when mounted or dismounted. And there is no difference between a COMMON horse and a RIDING horse.

Has anyone else had this issue?

Movement speed bonuses -- other than Ride bonuses -- do not apply while mounted, by design. Your maximum speed while mounted depends on your ranks in the Ride Skill and is capped by the maximum speed of the quality of horse you're riding.

Well, that's what I'd EXPECT. I wasn't very coherent when I wrote that but, here's what I noticed in a more clear layout:
1) Ba-Raw speed on foot: slightly faster than other PC (110%).
2) Ba-Raw speed on Riding Horse: slightly faster than other PC (110%).
3) Ba-Raw speed on Common Horse: slightly faster than other PC (110%).
I don't expect any Barbarian BONUS to horses--I just want to be moving at the CORRECT speed.
He had no encumbrance on or off a horse. He goes slower than other PCs on horses with less skill.
I checked my Monk with the monk speed boost and a different barbarian. Neither of them are having this issue. So maybe it's just Ba-Raw.

Are you maybe just asking that horses move even faster than they do currently?
With 1 point in Ride you can actually get on a horse and direct it, but can move no faster than you could yourself. With sufficient skills in ride you can push the slowest plowhorse horse 25% faster. Maybe with your character that's already 10% faster, the difference between 10% and 25% is too subtle to detect objectively?
With a superior horse and sufficient points in ride to control it you can move at 200% normal speed. As far as I know this is functioning as designed, and I wrote the spec, wrote the code, tested it, and results=expected behavior, so maybe this is less of a bug, than you having different expectations as to how it should have been designed?

I'm not really expecting the barbarian movement increase, and I'm not criticizing the way it functions. I am 100% fine with the way it has handled every other character.
However, this slow movement does not happen with my other barbarians. Even though they have the same feat, they seem to go faster than this Ba-Raw character.
For instance, I tried out another character with the Barbarian Movement bonus, named Ceris. She has 2 Riding skill.
I tested movement racing Ba-Raw with another barbarian (Hedvan, PC of another player). Ba-Raw had the same movement speed as Hedvan did on foot, even though he was on a Common horse.
I switched characters to Ceris. Same feat and horse. I raced Hedvan the same distance. Even though her skills were lower than Ba-Raw's, Ceris on the horse went FASTER than Hedvan, whereas Ba-Raw had gone the SAME speed.
This is an inconsistency. And I would not be surprised if this was limited to me. But it is not an attribution error.
It may be worth noting that Ba-Raw is one of the new Half-orc races, while Ceris was created using the old base human race.

As a side note, Ba-Raw also had a translucent effect (that Sahji said came from having AFK toggled on) that extended to the horse as well when mounted - cleared when dismounted. Mentioning it simply for the sake of potentially relevant information.

The translucency isn't the cause--I've tried toggling it off before mounting with no change. 
And to clarify, it was not stealth mode. It was the PC Tools AFK toggler, which I use to indicate OOC situations.

I think maybe people weren't getting enough of a boost from their ride points, I've adjusted this in the next version of the module.
Also note that a common horse has a minimum movement rate modifier of 10% and a maximum of of 25%. If you're already 10% faster, no you wouldn't notice much difference.
Let me know, after the next reset, if your experiments yield different results. With at least 3 points in ride, you should be able to max out a Common Horse's speed now.
