"Manage Spawnpoint" feature broke for one char

My character, Lexi, lost the ability to alter or use the "Manage Spawnpoint" feature.
Upon selecting it in the rest menu after server reset in the Misty the conversation ends.
It used to work on this very char and works on my other chars but has not worked on this char through several resets.
