The District Guardhouse of the Fleet
A wooden sign planted in front of the site for the forthcoming Fleet Guardhouse sits pleasantly alone in North Cear. It appears designated for posters, notices and information regarding the new military agency.

A Constable in his cerulean colours approaches the site, and with a battered hammer and nail tacks a poster to the board.

The Commodore's Address
The Cerulean Fleet offers cordial greetings and salutations to the citizenry and imperial brethren of Cear. As a relatively new organisation here in the City, and indeed, the Empire, the Fleet is tasked with proving itself as an effective solution to the problems that presently plague His Imperial Majesty's most coveted port-city.
It is our full intent to illustrate to the citizenry of Cear that we are here to change things. It is clear that while there has been some issues in the past, that will no longer be the case. His Imperial Majesty's Law will be upheld to the letter; law and order will be maintained.
This document will hopefully illuminate the more detailed aspects of the Cerulean Fleet, but if one should have any additional queries, they may be addressed to myself, Commodore Torquil Lamond, care of the City Watch in the Trades and Commons.
What is the Cerulean Fleet?
The Cerulean Fleet is, first and foremost, a military agency much like the Pike, Talon or Claw. The Talon and their ilk, however, enjoy a jurisdiction that spans the entire Empire, much like their brethren, the Claw. Their roles are diverse, and they often take on many different tasks not becoming a military organisation. Whatever the case, they are first soldiers.
The Cerulean Fleet's jurisdiction is a little different than the Talon or Claw. They operate in the City of Cear, the surrounding countryside, the various seaways and coastlines of Cear, and approximately three leagues out to sea. Their authority extends to these areas.
Presently the Cerulean Fleet's jurisdictional status is being further defined by the Talon, the Fleet, and the City Council. Areas may be removed from their jurisdiction, and areas may be added. Time will only tell, and interested parties should pay attention if they wish to be kept informed.
As mentioned above, the Cerulean Fleet is a military agency. She presently outranks the City Watch, and answers only to the Talon, the Claw, and the Emperor himself.
She is modeled after the Imperial Navy, and therefore has adopted a naval structure. This affects rank, operations, procedure and the duties of the Cerulean Fleet.
What does the Cerulean Fleet do?
The Fleet's mandate is two-fold: the defense of their jurisdiction from a military perspective, and the enforcement of Imperial Law.
The Fleet is responsible for the protection of Cear's harbour and surrounding coastline. The City of Cear is the first port of call in the East, and as a result she is incredibly important to the economic stability of the Empire, specifically this region of the Empire.
To accomplish this task, the Fleet has been assigned several vessels from the Imperial Navy. Many of these ships are presently under construction, and scheduled to be launched soon.
In addition to this modest armada, the Fleet has been granted command of the Emperor's Military Ship Resolute, a Naratur-class Varanite ship-of-the-line. The E.M.S. Resolute is a two hundred and thirty-six foot long warship. She will call Cear her home, and will remain moored in the harbour for its protection.
As mentioned above, the Fleet also enforces Imperial Law within their effective jurisdiction. This is to aid the understaffed City Watch, who's duties has been downgraded in lieu of the Cerulean Fleet's launch. The Fleet will not handle fines, as they are not affilliated with the Ministry of Trades and Commons, and thus do not enjoy Amercer-status. This is the City Watch's domain.
The Fleet, however, will be responsible for handling all major crime, specialized operational activities, and other mundane tasks. They are designed to be flexible in order to see to any crisis the City experiences.
In short, the Fleet is an elite corps. of Marines who are also Imperial Guardsmen. Their regional jurisdiction allows them the opportunity to balance these duties as they see fit.
Joining the Fleet
Any individual interested in joining the Cerulean Fleet will be given an opportunity to file an application with the sitting Commodore. An application will be made available shortly, and it is important that any interested party use it if they wish their petition to be successful.
In Closing
The Cerulean Fleet will hopefully be launching a new district guardhouse in the North of Cear region. This new building will hopefully assist Fleet-members in their various duties in that area. This new building will hopefully be at the disposal of the City shortly.
If you have any additional questions, please forward them to Commodore Torquil Lamond of the Cerulean Fleet, care of the City Watch Barracks in the Trades and Commons District.
Thank you,
- Commodore Torquil Lamond

A corporal in his cerulean uniform approaches the board, and tacks up a large poster in brightly coloured ink. It reads:
APPLY TODAY - JOIN THE FLEET
Below it he nails another poster to the board.

Applying for the Fleet
The Cerulean Fleet is now actively recruiting!
There are a few keys things citizens will need to know should they wish to join the Cerulean Fleet, and there are a number of requirements in order for an application to be seriously considered.
At present time the Fleet is searching for able-bodied citizens, in good physical health, that are interested in a career in the enforcement of Imperial Law, and the naval defense of Cear's harbour and coastline.
All applicants must meet the following criteria:
As with any case, exceptions have, and can be made for any applicant. Providing, however, that they meet all other criteria and be of outstanding character and potential.
The Cerulean Fleet requires that all applicants follow a certain standard when filing their petition, and they ask that the following form be used:
(Please select the following code, paste it into a PM, and fill in the appropriate fields))
In Conclusion
Processing for an application can take anywhere from two weeks to four weeks, depending on the need for recruits, discrepancies in the application, political suitability concerns, or any other issue that would delay the process.
If you have any further questions, please contact Commodore Torquil Lamond.

OOC NOTE:
I'll be the first to hate bringing it OOC, but with a guard faction it must be done. First off, please PM all of your applications to this user account, and please use the aforementioned form.
Players wishing to create a guard for the Fleet, or have their pre-existing character join the Fleet, must be aware of a few things:

Players wishing to create a guard for the Fleet, or have their pre-existing character join the Fleet, must be aware of a few things:
- - PVP will occur as a member of this faction, and there is a good chance that you will not have a say in it occurring or not. You will be involved in PVP, sooner or later. If you have a problem engaging in PVP, this is not the faction for you.
- Playing a guard can be stressful, but it is an incredibly rewarding experience. Know that sometimes you'll feel upset or frustrated.
- Gaol Keys are a huge responsibility. Abuse of the gaol key will be met with steep consequences.

A sergeant, wearing his fleet uniform denoting his rank and position, marches coolly up to the bulletin board, a rolled up scroll in hand. He is flanked by two Constables, one carrying a small wooden box filled with iron nails, and the other a craftsman's hammer.
The sergeant stops abruptly, and with a smart gesture unrolls the scroll and places it neatly on the board with his right hand. Proffered both hammer and nail, the sergeant neatly tacks up the scroll, and steps back to admire his handiwork.
With a stern nod to one of his subordinates, the sergeant marches back to the city, one constable in tow. The other takes up a post beside the bulletin, hands folded behind him in a common military posture.
The scroll reads thusly.

A sergeant, flanked by two constables, is seen posting another notice, very similar to the last one. Accordingly, after the notice is posted, the sergeant marches back to the city, one constable in tow, the other standing in position by the notice.
The notice reads thusly:
Most of the current fleet is at sea, performing their duties as necessary. Accordingly, we are now in great need of new recruits. Serve your empire--apply today!
The notice reads thusly:
In addition, there is a small note at the bottom. It reads:A corporal in his cerulean uniform approaches the board, and tacks up a large poster in brightly coloured ink. It reads:

Re: The District Guardhouse of the Fleet
As midday arrives Tobias returns to the notice reading it thoroughly then takes a brief pause before walking over to the fleetsman.
He stands tall in clean armor, his hair looks propperly brushed and he smells as if he had just got out of a bath, gives a nod to the fleetsman
"Greetings Sir, I Tobias Skyler Blythe request to join the fleet, I can read well but can not write at all, I am well versed in fighting and am a Master of the longsword, I am experienced at giving and following orders"
Pauses for a second
"I respectfully suggest you inform your superior at your earliest convenience you know of a potential recruit although he can not write is willing to be interogated until the interogator is blue about the face. I shall return this time tomorrow to discover if he is willing."
Nods to the fleetsman as he walks off South towards the Docks

Re: The District Guardhouse of the Fleet
A well-dressed and well-groomed Constable stands outside the District Guardhouse, propped precariously against a wooden quarterstaff planted firmly in the soft, grassy earth below. His cerulean cloak is clasped tight, as the coastal breeze had a cold bite—it was early morning, and the sun was now rising prominently in the east. The sea breezes Cear was known for were developing quite nicely, carrying with it the cold, gripping temperatures offshore. These characteristic breezes usually vanished during the night, when the land cooled just as easily as the sea, but during the day they returned.
The Constable had his helm tucked under his arm, and only when he saw Tobias stride forward (as he had promised) did he stand. With a swift movement he slid the helm over his head, nodding sternly to the armoured fellow.
"Mister Blythe?" The Constable inquired with a risen, blond brow. There seemed to be something supernatural about the Fleetsman, as if the arcane energies of the cosmos surged invisibly about him.
After Tobias confirmed his identity, the Constable spoke once more, this time in a very instructive, yet encouraging manner.
"The Fleet is indeed in need of strong swordsmen—not only fighters and masters of the weapon, but of men who can give and take orders, and of men who can serve the Fleet with strength, fortitude, and intelligence."
The Constable paused then, to allow that piece of information to sink in.
"Your presentation is encouraging. You have the manner of a Fleetsman about you. However..." and here, he paused once more, "...the matter of your illiteracy is a concern to His Imperial Majesty's Cerulean Fleet. While soldiers and infantrymen may not be required to know their numbers and letters, men of the Fleet, and of the Watch, must. We are responsible for ourselves and for what we see, and it is necessary for us to take note of these observances in short order with quill and paper. It is the core principle of law enforcement—the recording and reporting of our work, so that it is retained for future use."
"We have accepted members before that have had difficulty with this aspect of the job (a small part, perhaps, but incredibly significant). If you are sincerely interested in joining the Fleet, we have services available to assist in training—not only in the use of the sword, but also in the use of the mind."
"I am a scholar and a master of the arcane. I can help you to form letters and numbers on paper, so that you may be a desirable candidate for the Fleet. If you are interested further, please, let me know so that I may schedule an appointment."
OOC: Please PM me if you have questions about this!

Re: The District Guardhouse of the Fleet
A note is left on the desk belonging to the Sergeant in charge of recruiting. It wears the seal of Lochwars temple from thralls gate.
To the Officer in charge of recruitment,
I am most pleased to hear about the recent recruitment activities you have commenced. I have observed lawlessness many times in this beautiful city, and it saddens me that it has gone so far. I can assure you that the fleet has the blessing of Lochwar as well as Ruath.
If you encounter any problems that need the attention of clergymen the temple of Lochwar will gladly assist. We all serve the Empire and aims to keep this province clear of the Emperors enemies.
I would also like to, on a more personal note, recommend the fighter Tobias that are applying for membership in the fleet. I have noticed his illiteracy but his loyalty and discipline struck me with awe when he helped servants of Lochwar eradicate criminals far to dangerous to be dwelling inside the walls of Cear.
Lochwar`s blessing upon thee and your men!
Long live the Emperor!
Praise to Lochwar, King of Gods!

Re: The District Guardhouse of the Fleet
Tobias stood tall and listened to the constable without interrupting, when the constable had finished offering his add to help teach Tobias to write, Tobias paused just to make sure the constable had finished.
Forgeting himself for a brief moment with a nod "Yarr,, I mean Aye constable Sir, if I may be dismissed for the shake of a muttons tail to get a quill, ink pot and parchment I shall return to absorb your teachings"
He stands firm as the constable dismisses him then heads to the prominade of shops just inside the City wall to the south east. Looking at his empty coin pouch he notices a maid holding the items he needs mistakenly going down a backstreet which makes Tobias think for a short period and grin, then seeing the maid being attacked by a couple of large bugs to he goes to her aid killing the bugs rapidly, in her gratitude she tries offering herself to him as a reward although he did pause for a moment he declined but requested the items she was carrying to which she looks shocked then glancing upon her own cleavage asking if he was sure, Tobias nods "that is what I currently require mi'lady" the maid with a sigh hands him the quill, parchment and ink pot "Thanks mi'lady I hope you are in need of rescuing by me again when I have more time to give you a propper service"
returning to the constable he nods showing the items he had returned with "I got them Sir and seems there is a large bug infestation throughout the city, citizens are all a panic about the place and the guard seem outnumbered, I slew two of the larger bugs myself. Sir you want us to return and help them or stand here teaching me how to write well enough to fill in reports and writs excetera?" He writes his name carefully on the parchment it is correctly spelled and legible but squigilly as if a child had writen it then shows it to the the constable.
Tobias stands tall awaiting the constables answer.

OOC - Do I take it Tobias didn't get into the fleet then?

Re: The District Guardhouse of the Fleet
A familiar looking face is walking along the street towards the guardhouse. If you get close enough you can hear the girl talking to her herself.
"Bad idea, bad idea, badidea! Taking time off to visit my parents was so stup..."
Her obnoxiously loud thoughts are comically interrupted as a puddle in the road from recent rain gives gravity just the edge it needs. The girl in robes slips and lands flat on her face.
"Maybe going out for drinks with the constables was a bad idea..." she mumbles into the ground.

Re: The District Guardhouse of the Fleet
Adam stood quietly by the District Guardhouse, a parchment in hand, still leaning in his haphazard manner against his quarterstaff (now firmly planted in the soil below). He looked up to the approaching Tobias, now holding his supplies and appearing quite battle-tested. With an arched brow Adam rolled up his parchment, and stuffed it up his sleeve.
"Trouble, Tobias?"
After hearing the report of the bugs, the Constable snapped up his staff and muttered a quick incantation. "Let's hop to it and render what assistance we may. I'll arrange for exercises on our return, and in a week, we can see how you do. I am certain your literacy will improve as we go, but we needs guards—your training and your lessons may be concurrent for our sakes."
Without further adieu he followed the applicant towards the City, already attempting to plan what lessons and exercises would best suit the enterprising cadet.
