Varana doesnt cover the globe though, does it. And some of Varan's gods are just different names for gods people elsewhere call something different.

I guess to a certain degree Varan might practise some tolerance, especially if they are to have political relations with the other kingdoms / rulers ...

Surely there are fringe cults, secret societies to 'truly' false gods, spirit worship and all sorts of other manifestos of the occult to which the misguided seek truth.

I hear you. In fact, we most definitely agree on all of these points. I knew Tren was DM-sanctioned (and now I know you are as well), and therefore was working closely with the DM team for how law enforcement was handled, writs and all.

The issue with writs and payment to guards isn't actually what is or isn't done by the guards. It's the perception of the playerbase. This is why I proposed the idea of an item that takes the gold from the offender and destroys it. Make it crystal clear that the gold isn't paying for a shiny new ...

As a founding RedBoot, I can tell you that accountability is a big thing. If you want a guard faction that really works, NOBODY (yourselves included) can be above the law. As a matter of fact, you have to be absolutely beyond reproach.
